Q#1: How can I buy Kentico CMS products and services from Competitive Innovation's Government purchasing Schedule? 

Eligible government purchasers are allowed to buy Kentico CMS products and services off of Competitive Innovation's General Services Administration (GSA) IT Schedule 70 (IT-70) vehicle.  Buyers can place orders through the GSA Advantage online shopping and ordering system run by GSA.  http://www.gsa.gov/portal/category/100515

Q#3: What Kentico products and services can we purchase off of CI's GSA Schedule?

Buyers are allowed to purchase:  Kentico Software, Maintenance, Training, and IT Services by Special Item Number (SIN) off of Contract# GS-35F-0550N Award: * SIN 132-33 - Perpetual Software Licenses (Kentico CMS Base and Kentico CMS Ultimate) * SIN 132-34 - Kentico Maintenance for perpetual software provided on SIN 132-33 * SIN 132-50 - Training Courses for Kentico classroom training items * SIN 132-51 - Information Technology (IT) Professional Services supports Kentico labor categories for all GSA eligible customers

Q#4: Can my Organization / Government Agency receive Small Business Credit for purchasing Kentico products and services from CI's IT-70 Schedule? 

Yes – when Government Agencies purchase Kentico products and services from Competitive Innovations’ IT-70 Schedule they may claim credit in meeting their SBA Small Business / socioeconomic goals.  As defined by the Federal Government’s Federal Acquisition Regulations (FAR), any Agency whose work is governed by the FAR can claim Small Business and HUBZone credit when they purchase off of CI’s GSA IT 70 Schedule # GS-35F-0550N.

No, the GSA Schedule is a negotiated and awarded contract between the Schedule Prime Contractor (CI) and the federal government allowing buyers a fast, flexible and cost effective procurement solution as prices are pre-negotiated guaranteeing "most favorable" status. This reduces administrative overhead leading to streamlined purchasing processing and delivers significant pricing discounts over commercial pricing as GSA has determined prices under schedule contracts to be fair and reasonable.

Q#8: What is CI’s role in supplying Kentico Software and Services via GSA IT-70 for Government Buyers? 

Competitive Innovations is the Prime Contractor and the only authorized Government reseller of Kentico Software and related services with a certified letter of supply and awarded contract that complies with all GSA terms and conditions. CI has a GSA Master Reseller for Kentico Software and the preferred source of supply for USA public sector customers.

Q#9: How can a Third Party Provider work with a Kentico Federal Sector Customer?  What authorization does a 3rd party provider (not currently eligible) require in order to purchase Kentico Software and Services from CI’s IT-70 Schedule?

Third party customers without a Government contracting schedule will need to work through CI to purchase Kentico software for their Government customer.  Competitive Innovations will accept a valid "Letter of Authorization (LOA)" from a third party authorized by a GSA eligible customer to buy Kentico CMS and Services on their behalf from our GSA schedule.

Q#10: Is Kentico CMS available to run in a FedRAMP certified environment?

Yes, Competitive Innovations is a certified Amazon Web Services (AWS) partner and authorized to resell operate Kentico Software within the AWS GovCloud which is a FedRAMP Certified environment.  FedRAMP is a U.S. government-wide program that provides a standardized approach to security assessment, authorization, and continuous monitoring for cloud products and services.  Today, several federal agencies are using AWS' utility-based cloud services to process, store, and transmit federal government data.  Cloud computing continues to be a major catalyst in how the federal government can achieve operational efficiencies and innovate on demand to advance their mission across the nation.

Yes, all products and services have been approved by GSA as compliant with ITARS and other mandatory IT 70 Schedule terms and conditions.  In addition, Competitive Innovations' offers Kentico Amazon Web Services GovCloud hosting and related services that are positioned for compliance with U.S. laws, statutes and regulations applicable to Government agencies, Federal contractors and public sector organizations (i.e. FedRAMP, ITARS - International Traffic in Arms Regulations, ADA/Section 508, U.S. General Services Administration / GSA Schedule 70 and other contract specific terms and conditions).

Q#12: Is Kentico CMS 508 Compliant? How does Kentico address 508 Requirements?

All commercial software sold to the Federal Government must be in compliance with Section 508 guidelines and requirements.  Kentico provides the ability to meet the recommendations listed in the World Wide Web Consortium (W3C) Web Content Accessibility Guidelines 2.0 (http://www.w3.org/TR/WCAG20/) and it follows U.S. Government Section 508 requirements.  Kentico addresses the following items in concert with accessibility guidelines by:
  • Rendering valid XHTML code.
  • Supporting the use of CSS-based layout (instead of inaccessible table layout). 
  • Supporting CSS-based menu controls that renders the menu from structural elements and can be highly customized using CSS styles and JavaScript. This kind of menu can be easily followed by users of screen readers.
  • Supporting dynamic rendering of site map (easier orientation).
  • Supporting friendly URLs (easy-to-read and descriptive URLs)
  • Supporting custom page title, keywords and metadata section for every page (easier orientation).
  • Allowing content editors to enrich the text (links, images) with additional alt/title information that improves accessibility.

Q#13: What financial mechanisms can an eligible Government buyer use to purchase Kentico Software and services?

Q#14: What are the general Terms and Conditions regarding CI's contractual relationship with Kentico?

Kentico issued and maintains a “GSA Master Reseller Agreement" that includes a “GSA Letter of Supply" to Competitive Innovations and the two companies completed all the documentation necessary to receive GSA's award and approval incorporating all of the terms and conditions of CI's Federal Supply Schedule including ITARS, Section 508, GSA Software End User License Agreements (EULA), commercial practices disclosures and other regulatory requirements.

Q#15: What is an End User License Agreement (EULA) and How is a EULA different for GSA customers?

In proprietary software, an end-user license agreement (EULA) or software license agreement is the contract between the licensor (Kentico) and purchaser, establishing the purchaser's right to use the software.  "Software license," is similar to a rental agreement; the user contractually agrees to pay for the privilege of using the software, and promises the software author or publisher to comply with all restrictions stated in the EULA.

The Kentico Software EULA sold to GSA customers has been modified to comply with the terms and conditions of Competitive Innovations’ GSA IT Schedule 70 prime contract number GS-35F-0550N.  The Kentico Software EULA associated with CI's GSA contract GS-35F-0550N has been reviewed by GSA’s Legal Department and listed on the official "GSA IT Schedule 70 Approved Agreements" list since July 16, 2015.   The Kentico GSA EULA associated with Competitive Innovations’ Schedule is currently the only Kentico Software EULA available that has been approved by the U.S. Government as compliant with GSA and Federal Acquisition Regulations (FAR),
